Aged 45, Oosterhuis will be in charge of building up ABN Amro's basic materials business in North America.
Eelke Oosterhuis joined ABN Amro in New York in 2007 after spending almost 10 years with ING Structured Finance.
Stefan Ras will take over Eelke Oosterhuis' current role as head of energy Asia.
